Fix rsyslog config to capture logs across distros
...
Add three conditions to properly capture CGRateS logs:
- programname startswith 'cgr-engine': catches logs from external
libraries that don't use our syslogger (e.g. diameter conn errors)
- programname startswith 'CGRateS': handles deb-based distros
where our syslog tag becomes the program name
- msg contains 'CGRateS': handles rpm-based distros where systemd
journal overrides programname but our tag remains in message content

- add possibility to pass custom Error-Message AVP to negative diameter
answers
- negative answer is now built only when an error occurs
- remove tests that were testing behaviour with max concurrent requests 0

Fix flaky nats integration test
...
Was failing on the Jetstream JWTAuth case with error:
nats: API error: code=500 err_code=10047 description=insufficient
storage resources available
The issue was with the previously generated credentials. Generated
them again and added the program used as a comment at the end of
the file for future reference"
