Modernize Debian packaging.

Update deb_packages ansible playbook
...
Replaced the 'nightly' distribution configuration with 'master'. This
change may trigger an unused database error. Resolve it by either
running `reprepro clearvanished` (removing 'nightly' completely) or
re-adding and maintaining the 'nightly' configuration alongside
'master'.

Fix debian packaging.
...
* Use UNRELEASED entry for plain rc8 as latest entry in changelog.
* Remove changelog.dch (temp file created by dch).
* Remove debian symlink to itself.
* Use --force-distribution to prevent dch prompt for unrecognised distribution.
