   if failed host 127.0.0.1 port 2013 type TCP 4 times within 4 cycles then restart # History
   if failed host 127.0.0.1 port 2022 type TCP 4 times within 4 cycles then restart # CDRS
   if 5 restarts within 20 cycles then timeout
